Senator Pam Helming represents the 54th District constituents in Ontario, Wayne, Livingston and Monroe counties. She has introduced and sponsored numerous bills focusing on public safety, agriculture, economic Development and veteran affairs, with recent efforts in the 2025-2026 session: Public Safety & Criminal JusticePROTECT Act (S2282A) -- Pretrial Risk Overview for Threat evaluation, Custody and Treatment Juvenile Offender Notification (S9486) -- Requires state agencies to notify school districts and local law enforcement when felony offenders under 18 are released Jacobe's Law (S00016) -- School administrators must contact parents/guardians when bullying or harassment occurs Assault on Sports Officials (S00662) -- Establishes the crime of assault and harassment against sports officials Aggravated Cruelty to Animals (S00197, S00703) -- Known as "Tucker's Law"; removes the two year cap on imprisonment for aggravated cruelty to animals and eliminates the requirement that the injury be "serious" Sexual Exploitation (S00205) -- Enacts legislation regarding the threat of sharing intimate images
Agriculture & EnvironmentFinger Lakes Community Preservatin Act (S3434) -- Prohibits new incinerators to protect local water and land recources Farm Vehicle Definition (S00581) -- Increases the acreage of farm woodland that qualifies for agricultural assessment from 50 to 100 acres Small Farm Disaster Recovery (S00580) -- Establishes grant program for farmers to replant crops destroyed by natural disasters Hunting Safety (S09450) -- Prohibits the hunting of leucistic (white) or melanistic (black) deer
Economic Development & HousingHousing Package (S8826, S8838, S8578, S8458, S8963) -- Sponsored series of bills designed to incentivize the construction of new homes, provide property tax relief for renovations, and support manufactured home communities Hire-Now Tax Credit (S00209) -- Provides tax credit for job creation Small Business Support (S03433) -- creates "New York First – Shop Local" program to assist small businesses
Veterans & SeniorsSampson Veterans Cemetery (S01009) -- Authorizes a veteran's friend or bamily member to request burial in a state veterans' cemetery Mental Health Services (S01287) -- Establishes a Rare Disease Advisory Council Veterans Exemptions (S03194) -- Expands the definition of "period of war" for the alternative veterans' tax exemption
